The php ebuilds currently use the .tar.bz2 tarballs from upstream. PHP upstream also provides .tar.xz tarballs.

Gentoo supports .xz tarballs since EAPI 3, therefore there's no reason not to use them. Will safe some bandwith and disk space.

Not to mention that .xz uncompresses faster than .bz2
