The ebuild for pine does currently not allow build without pine. I have a
suggested fix to the ebuild, whith a conditional for the DEPEND, and a change
of target to the ./build command.

You forgot to add "pam" to IUSE, I fixed that and committed -r2 ebuild to
portage. Thanks for the patch!
