Just briefly looking at the ebuild it seems that: REQUIRED_USE="!minimal? ( ${PYTHON_REQUIRED_USE} ) ^^ ( qt4 qt5 )" is there to ensure, that you either select qt4 or qt5, but it didn't take minimal into account (in which case you don't want any qt installed).

I suppose with your ebuild you don't have minimal enabled thus the installed will be different of course.

If USE="minimal" no gui/tools should be built regardless of qt4 and/or qt5 being set. If USE="-minimal" either none of qt4/qt5 or one of them should be possible to set. Try if replacing REQUIRED_USE=" !minimal? ( ${PYTHON_REQUIRED_USE} ) !minimal? ( ^^ ( qt4 qt5 ) ) " with REQUIRED_USE=" !minimal? ( ${PYTHON_REQUIRED_USE} ) !minimal? ( qt4? ( !qt5 ) ) " in the newest ebuild fixes your issue.
