net-misc/openvpn init script tries to load tun kernel module, so I think that the ebuild should check if this module was compiled by checking CONFIG_TUN value in kernel config.

# /etc/init.d/openvpn start
 * Caching service dependencies...                    [ ok ]
 * Starting openvpn ...
modprobe: FATAL: Module tun not found.
 * TUN/TAP support is not available in this kernel
 * ERROR: openvpn failed to start
