Please stabilize app-portage/eix-0.31.7-r1

It is in the gentoo repository since 2 months, has no open bugs since then, and no new version is expected soon.

Moreover, compared to current stable it has many bug fixes, and only >=eix-0.31.7 handles =cat/pkg-ver* masks similar to current portage.
