There was an issue fixed in 2005 - https://bugs.gentoo.org/show_bug.cgi?id=82568, but the docs are missing again.

Specifically:

 - CHANGES
 - README-${PV}
 - pseudo-file.example
 - PERFORMANCE.README

These tools also don't include manpages, while debian maintains their own.

added the docs here:

You could also bump EAPI before stabilization.
