At the first system with US location the menu entries:
  Favorites
  Electronics,
  Sundry,
  Utilities and
  Wine
are working.

The menu entries under:
  Accessories,
  Edeucation,
  Games,,
  Graphics,
  Internet
  office,
  Programming,
  Science,
  Sound & Video
  System Tools and 
  Other

are empty and not selectable.  At a second system for a new user with US location there is almost the same beahviour. but Science and Programming is working too.  
For a user with german location the menu entries:
  Favoriten,
  Elektronik,
  Entwicklung,
  Hilfsprogramme,
  Spiele,
  Verschiedenes and
  Wissenschaft
are working

The menu entries:
  Bildung,
  Buero,
  Graphik,
  Internet,
  Multimedia,
  Zuberhoer and 
  Systemwerkyeuge
  Sonstige
