VLC with skins use appears to require xml use.  Otherwise VLC complains about not finding an XML reader and can get into a state where it won't run.

Reproducible: Always

Steps to Reproduce:
1. Use uses "skins -xml"
2. Emerge media-video/vlc
3. Run vlc
4. Change to any custom skin
5. Rerun vlc
Actual Results:  
$ vlc # with "Use native style" option selected

Thanks for reporting.  From a cursory research, I haven't found anything upstream in either their git repo, documentation, or bug list that formally states that xml is required for skins to work.  With that said, it does seem that skins expect xml.  If I can't find anything, I'll submit an upstream bug to confirm it myself, but it does seem that skins may need to depend on xml (i.e. dev-libs/libxml2) to work.  Likewise I'll work with a Dev to update the ebuilds.

I confirmed the issue using the steps provided and have submitted an upstream bug suggestion the fix discussed above (i.e. making --enable-skins2 dependent on --enable-libxml2 in configure).

I've confirmed this bug in all versions of VLC currently in Portage.  The upstream bug is submitted, but likely won't be backported.  So with that in mind, I'd like to have all the Gentoo VLC ebuilds updated as follows:
Replace:  skins? ( truetype X ^^ ( qt4 qt5 ) )
With: skins? ( truetype X xml ^^ ( qt4 qt5 ) )

As I'm only a proxy-maint and not a developer, I'll work with folks in @gentoo-proxy-maint to make the change.
