Please excuse me if this is not something in need of a fix or is in the wrong category, I wasn't sure. I just removed the only package that depended on x11-libs/vte and ran emerge --depclean but got:
* In order to avoid breakage of link level dependencies, one or more
* packages will not be removed. This can be solved by rebuilding the
* packages that pulled them in.
*
*   x11-libs/vte-0.28.2-r207 pulled in by:
*     x11-misc/gtkdialog-0.8.3 needs libvte.so.9
gtkdialog's ebuild does not list vte as a dependency but during the configuration phase it checks if it is installed and links against it if so. Of course forcefully removing vte and then re-emergind gtkdialog fixes it but I think this should not happen and instead a USE flag should be used, is that correct?

P.S. Only x11-libs/vte:0 installs libvte.so

Should be fixed in 0.8.3-r1.
