Steps to Reproduce:
chmod o+r stl/debug/_relops_*.h

Actual Results:  
User can read'em. all good

hrm, there seems to be a bunch of bad files that lack +r for everyone else ...

added 4.6.2-r2 which runs a+r on /usr/include/stlport
