Both xfsprogs and xfsdump packages install german and polish translations unconditionally.

xfsprogs: add support for linguas

the patch is against xfsprogs-3.2.4.ebuild, but should be applicable to other versions as well.

the l10n eclass is a big hammer.  it's generally preferable to get the issue fixed in the source itself and send it upstream.  i've done that now for both xfsdump & xfsprogs.
