Gradients in gimp are off by half a pixel.

Originally I thought it was just radial gradients, but upstream found out that it was all gradients.

I reported it to them over IRC, there is no upstream bug report.

The link I gave in the first post though does point to their commit in the upstream repo that fixes it, and the commit message credits me as the bug-finder, so that's probably as close as you'll get to a report.

I handled this pretty informally.
