As the title, this enables the possibility (can still be disabled by the administrator at runtime) for wpa_supplicant to write to syslog, which really helps debugging in some scenarios while does not require additional dependencies. This feature was introduced in v1.0, so the proposed change applies to all wpa_supplicant versions present in current portage tree. In order to achieve proposed effects, adding `Kconfig_style_config DEBUG_SYSLOG' to the src_configure() phase in correspondent ebuilds should be sufficient.
