I consider the attached ebuild patch as work in progress although the resulting binaries work for me and I can play the game. Nevertheless feel free to improve the ebuild further.
I introduced the "system_lua" USE flag because this version of freeciv requires >=dev-lang/lua-5.2 which is still masked in portage. This is the same approach as used for net-analyzer/nmap.
