It appears that the package has completely vanished; I could not find out whether there is a bumped version somewhere else. Has google dropped support for it?
They changed the name into hangoutplugin (although the file is still talkplugin I think). You can find the .deb's for x86 and x64 here: https://www.google.com/tools/dlpage/hangoutplugin/download.html
FYI the new URI format is a la https://dl.google.com/linux/direct/google-talkplugin_current_amd64.deb

And it is in use for the 9999 version already, see the ebuild for details.
