I would just update the docs to say that RPMDIR defaults to /usr/portage/rpm. Note that you can make it relative to PORTDIR by setting RPMDIR=${PORTDIR}/rpm in make.conf. However, the PORTDIR variable is deprecated now that we have repos.conf, so maybe using PORTDIR is not such a good idea.
