tora-3.0.0_pre20140929.ebuild

Following bug #522180 and especially quote in comment #4 we need to update version in tree.

This ebuild is unified with -9999.
Because of fixing minor repoman warnings and dependencies we need to perform corresponding update of -9999.

Deps issues:
Current snapshot can't be built with Oracle 12 Client. See upstream tracker https://sourceforge.net/p/tora/bugs/888/ Yet not tested with Oracle 10 client.
Since 2.1.3 TOra can't be built without Oracle's support (see bug #490604) switch dev-db/oracle-instantclient-basic dependency from USE-conditional to mandatory.
Because tora-2.1.1 can be built with postgres-only support, we probably should return it in first revision (see patches in bug #522990).
