This is the same bug as in ati-drivers-extra-3.7.6 described in bug #47401.
The fix is the same as in #47401


Reproducible: Always
Steps to Reproduce:
1. upgrade ati-drivers-3.2.8 to >r1 while having ati-drivers-extra-3.2.8-r1 installed
2. da an "emerge -uDa world"


Actual Results:  
3. ati-drivers-3.2.8 will be downgraded to 3.2.8-r1
