Change dependency for upower on either upower or upower-pm-utils

Preface: I am not re-opening bug 498404 but opening a new one, because the issue is new and different.

When emerging x11-misc/sddm(-9999) with USE="upower" the ebuild pulls in sys-power/upower, which is not sufficient any more. It should depend on either sys-power/upower or sys-power/upower-pm-utils. Otherwise users who use the latter on laptops face an unresolvable block.
