Fixes the listed ghc versions for which cabal must be a dummy package

After the ghc 7.8.3 version bump the cabal ebuild is trying to build the package instead of the dummy package it's supposed to.  I've attached a patch to the ebuild.

Yeah, that's one of many yet unsynced overlay updates. Pushed as:
