in-tree ChangeLog mentions TEXTREL being fixed on -r6:

  +files/fix-textrels-on-PIC-x86.patch, +rng-tools-4-r6.ebuild:
  Fix assemby textrels on rdrand_asm.S on PIC x86, bug #469962

Not sure if that also applies to -r7, hence why I linked bug #516812.
PS: I think it does, the ebuild includes
     epatch "${FILESDIR}"/fix-textrels-on-PIC-x86.patch



I think #481254 still applies though, since the init.d script is shared by both -r5 and -r7. I cannot add a blocker for it myself.

I doubt the init.d file needs to be modified once package is patched
