Hmm, this error was also recently reported in the forums:

http://forums.gentoo.org/viewtopic-t-993454.html

But he has not replied to my last suggestion of re-building pyQT4.

The setup.py script imports the main script to get it's version number.
pyQT4 is also listed as a DEPEND, so it should work. I also can not reproduce the problem on my system.

code snipit seems to indicate PySide as an optional dep

try:
    import sip as _sip
    for _type in "QDate QDateTime QString QVariant".split():
        _sip.setapi(_type, 2)
    from PyQt4 import QtCore, QtGui
except ImportError:
    from PySide import QtCore, QtGui

I am also not really a QT/KDE user, can you confirm that dev-python/PySide works and if rebuilding PyQT4 fixes it for you.

Hmm, looking at PyQT4's USE flags, +X brings in gtqui as a dep. The X flag is also default. Is pyQT4 compiled with -X???

 * Package:    app-portage/elogviewer-2.1
 * Repository: gentoo
 * Maintainer: fuzzyray@gentoo.org tools-portage@gentoo.org
 * USE:        amd64 elibc_glibc kernel_linux python_targets_python2_7 python_targets_python3_2 python_targets_python3_3 userland_GNU
 * FEATURES: preserve-libs sandbox userpriv usersandbox

... yes, USE="-X" (default setting for default/linux/amd64/13.0 profile)

So I guess this is an unspecified / automagic dependency that should be made explicit
