GCC 4.8.3 released on 22.05.2014, at least 141 bug fixed. Bump please.

I was able to build it with the patchsets from 4.8.2-r1 minus the following (upstreamed) files:

20_all_gcj-freetype.patch
91_all_pr58800_nth_element-segfault.patch
93_all_cross-build-cxxflags.patch

The patches are uploaded, I just have to write a news item for -fstack-protector.

Please add the ebuild to the portage tree.
