The webapp-config script uses qpkg from the gentoolkit-package, hence,
"app-portage/gentoolkit" should be added to RDEPEND in the webapp-config
ebuild.

Doh!  Thank you for spotting this.  Should be fixed in webapp-config-1.8-r1.
