The site that used to host devhelp doesn't exist any more. I Googled up the new site and confirmed that it was the new site for devhelp.

Steps to Reproduce:
1.Click the link that appears now in the packages.gentoo.org listing and in the ebuild.

Actual Results:  
the domain does not exist.
