I have successfully emerged each of the following packages from app-emacs on
sparc, so ~sparc can be added to the keywords.  Should I be reporting on
packages with _pre2004xxxxx?

Added ~sparc to all of those packages.

If a package has a _pre version and it doesn't appear to be masked other than a missing keyword, feel free to bug on it.
