Is CONFIG_NET_NS enabled in your kernel? http://cgit.freedesktop.org/systemd/systemd/commit/?id=f21a71a907a1b1289faec94559f4a1c111ea1d13
CONFIG_NET_NS was not set in kernel so i enabled Net_ns and localectl and hostnamectl works fine. thanks Mike
We should add a kernel check to the ebuild since systemd now ships units which utilize the CONFIG_NET_NS option.
