after upgrading to upower 0.9.23, upower shows an empty battery (on my dell d630) at boot time if it is fully charged. (with and without power cord attached). at the same time /proc/acpi/battery/BAT0/state shows a fully charged battery. only after the loading state of the battery changes (e.g. drop from 100% to 99%) the real capacity is shown in upower. this behaviour is especially a problem, because it causes my system to immediately go to suspend after boot time, because the battery seems low. the 0.99.0 is just a new version with major changes to it's library, so reverse depedencies, like eg. xfce4-power-manager, will need to be tested, and likely fixed, before we can unmask the version it's not a live version :)
