libCEC 2.1.4 was released 2013-12-14. Bumping the version number of the present ebuild worked for me, with the minor change of updating the SRC_URI. The new value should be: 

SRC_URI="https://github.com/Pulse-Eight/libcec/archive/${P}.tar.gz"
