I would rather think this is a portage problem, because tcl/tk is in SLOT=0 but using subslots.

I have been wrong <dev-lang/tk-8.6[threads] required by (dev-lang/ruby-1.9.3_p484::gentoo, installed) I would propose that dev-lang/ruby-1.9.3_p484::gentoo should also depend on <dev-lang/tcl-8.6[threads] as tk always depends on tcl.

Easy workaround if you don't need tk support in ruby: echo "dev-lang/ruby -tk" >> /etc/portage/package.use Otherwise, this will probably continue to happen until the ruby maintainers fix ruby to work with tck/tk 8.6.
Just wait for the tree to sync. ruby[tk] is now depending on <tk/tcl-8.6 so that the internal tk - tcl blocker should be resolved. Everything else is a ruby - tcl/tk compatibility problem and can only be resolved upstream.

From what I read on the upstream (ruby) bug reports that isn't promising. Last reports where from 11 months ago and indicated no time on the maintainer's part. There is also talk of unbundling the tcl/tk code. As far as I know we don't have any packages in portage depending on the tk bindings, so we could consider turning it off always if this becomes problematic for tcl/tk.

However, it is also possible that conflicting dependencies exist such that they are impossible to satisfy simultaneously. If such a conflict exists in the dependencies of two different packages, then those packages can not be installed simultaneously. Just for explanation again, the internal blocker between tcl- and tk-versions has been resolved. The underlying problem which only can be resolved by ruby upstream is that ruby depends on tcl/tk < 8.5 but on your systems might other package depend on tcl/tk >=8.6. This we cannot solve easily.
