I have emerged konqueror on a system where kde-base/kurifilter-plugins was not installed. The problem is that the web shortcuts are not enabled. Going to the settings > web browsing > web shortcuts the module appears empty. After having merged kde-base/kurifilter-plugins I can see the preferences for the web shortcuts.

Thanks for reporting and sorry for the long delay. This is fixed in cvs now. Please sync in some hours to get the changes.
