Livestreamer 1.7.1 has been released on 2013-12-07. The current 1.7.0 ebuild in portage can be renamed; no ebuild changes needed. (I'm proxy-maint for this package.)

Oh, btw, when filing bump requests, should proxy maintainers CC proxy-maint themselves, or are the bug wranglers responsible for this?

Usually bug wranglers do that, but if they someway missed it and package has proxy-maint herd in metadata.xml - you can add alias yourself.

You can ask the maintainer to stabilize it if it has been around long enough.
