eudev-1.1 still emerges fine if I mask 1.3. Udev-208 emerges fine also, only eudev-1.3 has this issue.

The kmod suggestion does not help.

running 'emerge -uDNav world' gives...

I confirm this bug on amd64.

You can't have eudev and udev installed/present on the same system at the same time.
I am suggesting you to mask udev if you like to use eudev (like me).

Written line

sys-fs/udev

to the /etc/portage/package.mask file should do it for you.

Masking udev does nothing. The dependency is on virtual/udev not sys-fs/udev

I forced virtual/udev with a 

emerge -1av --nodeps virtual/udev


then installed everything else..
maybe dangerous but appears to have worked ok.

seems like sys-fs/eudev specific problem, likely caused by insufficient hwids version dependency inside eudev ebuild, reassigning...

just use sys-fs/udev. it's the default, and as such, stable is fine...

should use PDEPEND *and* have proper version deps. not a single eudev ebuild has proper hwids deps.
