Rar archived hasnt' beend updated in some time.  The current version is 3.30

Reproducible: Always
Steps to Reproduce:
1.  Updated needed for app-arch/rar

Actual Results:  
The version available on the portage system is 3.20 right now.

Expected Results:  
Please update to 3.30.  This version has been out for some time now.
