It installs for me:
# emerge -Opv plymouth

These are the packages that would be merged, in order:

[ebuild   R   ~] sys-boot/plymouth-0.8.8-r2  USE="gtk libkms pango systemd -debug -gdm -static-libs" VIDEO_CARDS="intel -radeon" 0 kB


I guess it's because the static-libs stuff, will look at it
