As I am also interessted in new Version I looked at it the last time there was time to play a game.
I see that there also is a new 2.3 version, 2.3.5, so I first tried this.

It's just a copy of 2.3.4.ebuild I add to this bug for anyone interessted.

I did also take a short look at 2.4.2 but that will require some changes and did not run stable when testing.
The next time there will be time to play a game I will take a look at 2.4 again, but this could take a while because now there will be summer first so no time to sit in a room and play freeciv ;)
