No, it's not. Same problem with libkcddb-4.11.2
$ equery b /usr/share/doc/HTML/en/kcontrol/cddbretrieval/common * Searching for /usr/share/doc/HTML/en/kcontrol/cddbretrieval/common ... kde-base/libkcddb-4.11.2 (/usr/share/doc/HTML/en/kcontrol/cddbretrieval/common -> /usr/share/doc/HTML/en/common) And this symlink is broken as can be easily checked by `ls`.
It looks like libkcddb unconditionally installs handboook, causing the dangling symlink with kdelibs[-handbook].
