/etc/freshclam.conf does not exist and apparently has not in gentoo for some time.

/etc/freshclam.conf was replaced/renamed by /etc/freshclam.conf.sample. Renaming to /etc/freshclam/.conf restored the ability to start clamd. Recommend a fix before making clamav-0.98 stable.

Bah, typo in ebuild.  Fixed in CVS.  Thanks for the report.
