sys-apps/util-linux[-2.23.2-r1] build aganst pam if pam present in system - it build & installs /sbin/runuser, linked with pam, just if sys-libs/pam installed. To security reasons I suggest to make usual USE=pam dependence, controlled by "export ac_cv_header_security_pam_misc_h=no". Attaching ebuild patch...
