netatalk has a pdepend on openrc forcing it to be installed even with other init systems being used

should either be virtual/service-manager or maybe scrap the PDEPEND all together since arguably an init system is really not a hard post-dependency for a service and is available anyway

netatalk ebuild supports systemd in the ebuild since 3.0.2-r* according to the Changelog
