+++ This bug was initially created as a clone of Bug #434506 +++

... because ^^^ that bug is old, hibernating in CLOSED NEEDINFO, and I can not reopen.

As mentioned in the other bug, configure fails to find libcap-ng in the case that:

sys-apps/smartmontools has USE=static set
sys-libs/libcap-ng has been compiled with USE=-static-libs

Suggest changing DEPEND in smartmontools-0.6* ebuild accordingly.
