sys-fs/f2fs-tools installs mkfs.f2fs in /usr/sbin/ while other mkfs.*'s are in /sbin.

Reproducible: Always

This used to work until ebuild revision 1.3:

Anthony, I suggest you bring back the econf call with a comment why it's needed.

I'm not sure why vapier removed that code.  I originally added it for precisely this reason.

I have restored econf --prefix=/ and now we install to /sbin again.  I revbumped to push the change out to people.

I'm cc-ing Mike because he might know something we don't.  Or maybe it was just an oversite?  Or mabye we should patch the build system?

because there is no requirement that mkfs.* be in /sbin.  historical progs get in there because they've always been there, but f2fs doesn't fit in that category.  this isn't an app that is necessary for / recovery before mounting /usr, so forcing a new package there makes no sense.

so yes, i removed it on purpose and it should get removed again.
