We shouldn't show the elog message always no matter user has already accepted the suggestion and installed systemd-ui

Does the optfeature thing need to be preserved? Looks a bit over complicated to me for simply showing why people need systemd-ui :/

I don't mind either way. I wrote it to have a nice postinst() while we don't have IUSE_RUNTIME. It seems that the latter is getting less likely to be applied for EAPI 6, but there is also less deps than it used to in systemd. Feel free to drop it.
