new pbs.rc script that uses 'qterm' to terminate pbs/torque server

On the one hand, the 'start-stop-daemon' is the correct way to do things in
Gentoo. On the other hand, in order to correctly shutdown pbs_server one needs
to call 'qterm'. They seem mutually exclusive -- I can't figure out how to
have the start-stop-daemon call 'qterm' when stopping the pbs_server. I
suppose that it's best to shut down the pbs_server correctly. You decide.
