Not surprised; I didn't check tests before bumping.  Will RESTRICT="test" for now since this is an initial beta release, and will leave this bug open until tests are fixed (hopefully by beta2)

Right, so apparently the sandbox gets in the way of the test environment's path access, instead of the actual path access.  

`test-udev` mounts a private fake root fs to keep all i/o off of the main system and redirect it to paths within the sandbox, but sandbox doesn't seem to care about that and denies access anyhow.  Since the fake-root works, I added exclusions to sandbox
