IOError: [Errno 2] No such file or directory: '/var/log/glance/registry.log'

glance-registry init script needs to make sure this exists

/var/lib/glance/scrubber needs to be created as well (on install)

fixed in glance 2013.1.2-r3 and 2012.2.4-r3
