The latest upstream stable version of zeromq has no bugs for over 30 days. Given that we do not have 0mq3 stable yet, this would be a great candidate. If there is some reason to keep 0mq2 stable as well, we may want to consider slotting versions 2 and 3.

been nearly 90 days now, can we stabilize a newer version?

I've added 3.2.4 to the tree, however I think that we may stabilize as 3.2.3 and then stabilize 3.2.4 in a month.
