The patch source is there in the mozilla overlay in layman, seems like this ebuild may have been promoted from the overlay into the main portage tree and the patch was left out.

Same thing here. Obviously, the patch file was left out when promoting the ebuild from an overlay.
This patch is also missing from 20.0.
