Is it OK to stabilize =dev-libs/xapian-1.2.14 ?

If so, please CC all arches which have stable keywords

for older versions of this package and add STABLEREQ keyword

to the bug.

You should stabilize the whole lot at once:  TARGET="amd64 arm ppc ppc64 x86"
