system wide tortoisehg config from debian

1 the desktop file use "thg_logo" as icon and in ebuild the icon is tortoisehg_logo.svg
2 when using "diff to local" I got a warning "no diff tool found" after kdiff3 and meld installed. After checking the file list, I found the debian pacakage has the specific file "/etc/mercurial/hgrc.d/thgmergetools.rc" to do the detecting.

I'm not sure about installing mergetools.rc in /etc; I've added it as a doc file.
